Recent neuroethics activities in big-scale neuroscience projects and global coordination - current status and its implication -

|
This paper scrutinized the process of implementing neuroethics in the recent big-scale neuroscience projects in each country. We compared the neuroethics activities in US BRAIN Initiative, EU Human Brain Project, and Japan, China, Korea"s brain projects as well. Meanwhile, we introduced neuroethics activity in OECD and initiation of global brain initiative as recent global coordination of neuroethics. In almost every big-scale neuroscience projects, the ethical implication and uncertainty of consequence were scrutinized in both. Ethicists and scientists in each project utilize new methodology such as "responsible research & innovation)" to communicate the ethical implication of foreseeable result in advance, and to reflect the conclusion consistently. Moreover, they deliberate ethical element since the designation of the neuroscience project and intensifying ethical deliberation in the global coordination of neuroscience. These features would be essential characteristics of recent neuroethics activity.
Through the review of recent trends, this paper suggests essential points in the planning of big-scale research project of emerging technology such as neurotechnology. Additionally, we discussed how neuroethics activity could be pursued in Korean brain project. At first, we outlined three points, for instance, 1) identification and integration of ethical element in the designation of brain project 2) responsible pursuit of neuroethics activity regarding governance of project 3) building up the groundwork for neuroethics with coordination of diverse disciplines. Furthermore, we pointed out that Korean brain project dealt neuroethics in leading position in Asia, however, a detailed procedure is still lacking. Neuroethics activities in neuroscience can be regarded as the desirable response toward emerging technology, which needs international cooperation and careful discussion.
